Racine, WI – Joanne Elsner Mosby died peacefully shortly after the celebration of her 90th birthday surrounded by family. Joanne was born to Frieda and John Elsner on July 20, 1929 in Milwaukee, WI and grew up at 618 William Street in Racine with her parents and half-sister Betty Banks Hinsman. Her father, John Elsner, worked at Horlicks Malted Milk Company for over 50 years and her mother Frieda Elsner was Human Resources Manager well into her seventies at Zahn's Department store. Joanne graduated from Horlicks High School and entered the University of Wisconsin in Madison as a Chemistry Major. She was a member of Tri-Delta sorority and met and married Bradford Sebstad, a graduate of Park High School, WWII veteran, and graduate of University of Wisconsin in Madison. They moved to Menominee Michigan where Brad joined Ansul Chemical Corporation with their four children Cynthia Jennefer, Susan and Brendan Sebstad. Joanne, an excellent golfer, won several golf tournaments and once won a tournament when she was 8 months pregnant. In 1965, Joanne returned to school in Marquette Michigan where she met and married Jack Mosby. Tech Sergeant Jack Mosby served as an Air Force crew chief for 20 years. The family moved to Dover Air Force Base in Delaware followed by a four year tour in Tokyo Japan in 1967. While in Japan, Joanne worked in the Civil Service supporting military operations in Japan. Upon leaving Japan, Joanne and family returned to Dover Delaware where she continued in Civil Service at the military mortuary at Dover Air Force Base. Jack and Joanne moved to Racine Wisconsin in 1979 to care for Joanne's aging parents. She took a post in the Milwaukee office of Federal Housing and Urban Development Department. After her father's death in 1989, Joanne and Jack moved to back to 618 William Street where she grew up and later retired.Joanne enjoyed traveling, visiting her family in diverse places, including California, Connecticut, Ethiopia, Hawaii, Illinois, Kenya, New Hampshire, and the Wisconsin Dells. In 2015, Joanne required medical care at Lakeshore Manor before moving to St. Monica's Senior Living in 2016. Joanne is survived by husband Jack Mosby of Racine, WI; daughters Cynthia (Tiger) and husband Jim Burns of New Castle, NH; Jennefer (Pepper) Sebstad of Boulder, CO; Susan Quinn of Santa Rosa, CA; son Brendan and wife Jeanene Sebstad of Maui, HI; and nephew Jeff Hinsman and niece Lisa Henning. Her grandchildren include Max Henry Quinn, Karin Kirsten Burns, Justin Klay Burns (wife Valerie Gage Burns), Amy Caitlin Quinn, Mara Bovard Peterson, Claire Aarnio-Peterson (wife Megan), Dylan McLellan-Puaa (wife Kaimalie), and Renata Anuhea Sebstad. Her great-grandchildren include Jackson, Winifred, Tataita, Tilipue, Kalaukoa, Liliko, and Leo.Joanne was loved and devotedly cared for by her husband Jack with great support from her family and St. Monica's Senior Living staff in her last remaining years. A memorial service for Joanne is being planned and will be announced at a later date. In lieu of flowers, memorials may be directed to St. Monica's Senior Living.
